The gist
Changes the federal highway funding formula so each state gets back at least 95 cents of every gas-tax dollar its drivers pay into the Highway Trust Fund.
Who wins, who loses
- Wins: 'Donor' states like Texas, Arizona, and Florida whose drivers pay more in gas taxes than their states get back.
- Loses: Smaller or rural states (Alaska, Montana, Vermont) that currently receive more highway funding than their drivers pay in.
What it does
- Amends Section 104 of Title 23 starting fiscal year 2027.
- Sets each state's initial share based on 2012 apportionment levels.
- Guarantees every state at least 95% of what its highway users paid into the Trust Fund.
- Covers 8 major programs including highway safety, freight, and carbon reduction.
Why should I care?
Roads affect how teens get to school, jobs, and friends. Supporters say it's fair for states to get back what their drivers pay in gas taxes. Critics argue rural states need extra help because they have fewer drivers but massive road networks to maintain. Where do you land?
